Providence tap water, and three years of lead readings above the line

0.022 mg/L in 2018. 0.016 in 2019. 0.0168 in 2020. Three years running, Providence's 90th-percentile lead result came in above the federal action level of 0.015, on some of the cleanest source water in New England.[1]

By 2025 the same measurement read 0.0016, roughly fourteen times lower, after years of lead service line replacement work.[1:1] Going above the action level isn't a violation of a legal limit. It's a trigger that requires a utility to change treatment and notify customers.

Here's the part that matters for your house. Nothing changed about the Scituate Reservoir between 2017 and 2018. The reservoir was never the problem. The number moved because of pipes, and in Rhode Island's capital those pipes run under a city that was built long before anyone measured what they leach.

Whose pipe is it?

The utility owns the main in the street. The service line running from that main into your house, the solder in your copper joints and the brass in your fixtures are yours, and that's where lead comes from. It isn't in the reservoir and it isn't added at the plant.

Congress banned lead solder and lead pipe in plumbing connected to public water systems in 1986.[2] Providence has a great deal of housing older than that. CDC has made the same point about age: homes built before the 1978 lead paint ban may also carry lead service lines, lead solder or plumbing containing lead, and drinking water should be treated as a possible cause of an elevated blood lead reading when no other source turns up.[3]

That's why a citywide figure can't answer the question for one address. The 90th percentile is calculated from a sample of homes, and by definition one in ten of those homes reads higher than the published number.

What does lead do to a child?

The CDC's position leaves no room: no safe blood lead level in children has been identified, and even low levels are associated with reduced IQ, reduced ability to pay attention, and lower academic achievement.[4] EPA's health goal for lead is zero, defined as the level below which there's no known or expected risk to health.[5]

The evidence underneath that is a pooled analysis of seven long-running birth cohorts, 1,333 children followed from infancy to age 5 to 10. IQ fell as blood lead rose, with a 6.9-point decrement between blood lead of 2.4 and 30 µg/dL.[6]

Read the shape of it, not just the size. The move from 2.4 to 10 µg/dL cost 3.9 points. The move from 20 to 30 cost 1.1. Damage per unit of lead was steepest at the bottom of the range, and children whose maximum reading stayed below 7.5 µg/dL still showed measurable deficits. That study measured lead in blood rather than in water, so it establishes what the exposure does, not where a given child's came from.

For that second question, EPA ran the models. Using sequential tap sampling from 15 cities, it estimated residential drinking water at roughly 10% to 80% of blood lead in children under six, with the top of the range in formula-fed infants.[7] Formula is mixed with tap water several times a day for a body weighing fifteen pounds. It's a modeling study, and the range is wide because houses vary that much.

Is Providence tap water safe to drink?

Providence Water meets the federal limits that exist, and the lead 90th percentile has been under the action level every year since 2021. Two things are still true about what comes out of your tap.

The first is the pipe, which no system-wide figure describes. The second is what the reservoir water picks up at the treatment plant.

Testing reported to the state between 2013 and 2024 detected 17 substances in this water, and 8 came in above published health guidelines. Every one of the eight is a chlorination byproduct.[8] Total trihalomethanes read 55.2 parts per billion.

That figure sits above both of the thresholds the research has produced. A January 2025 dose-response meta-analysis in Environmental Health Perspectives found bladder cancer risk statistically significant above 41 µg/L and concluded that US and EU limits "fail to protect against cancer in the general population."[9] A Spanish case-control study of 1,219 cases and 1,271 controls found households averaging above 49 µg/L carried an odds ratio of 2.10 for bladder cancer against households at or below 8 (95% CI 1.09 to 4.02).[10] Providence is at 55.2, and µg/L and ppb are the same unit.

The federal ceiling is 80 ppb, written in 1998.[11]

Which of these has no federal limit?

Six of the eight. EPA has never written a Maximum Contaminant Level for any of them.[5:1]

Those multiples are against health guidelines from the Environmental Working Group, which are benchmarks built around long-term cancer risk rather than laws.[8:1] The law is the middle column, and it's empty for all six. A utility could report any figure at all for them and still meet every federal drinking water standard in existence.

A 2025 meta-analysis in the Journal of Hazardous Materials pooled 16 studies covering 8,126 bladder cancer cases against 13,843 controls plus three cohorts of 112,654 people, and reported an odds ratio of 1.59 for long-term exposure to trihalomethanes against never or brief exposure (95% CI 1.40 to 1.81).[12] The authors state that their cohort data alone don't establish causation, and the association held in men but not women. On the other half of the list, toxicological work finds haloacetic acids more carcinogenic than trihalomethanes, and the National Toxicology Program's 15th Report on Carcinogens lists selected haloacetic acids found as water disinfection byproducts.[13][14]

What about pregnancies and small children?

The New York State Department of Health linked every singleton live birth in 62 counties from 1998 through 2003 to the public water system serving the mother's address and adjusted for race, education, employment, smoking, age and prenatal care. Babies born to mothers on higher-trihalomethane supplies came in more often at low birth weight (OR 1.14, 95% CI 1.08 to 1.21), preterm (OR 1.14, 1.08 to 1.20) and small for gestational age (OR 1.10, 1.04 to 1.16).[15] It's a cross-sectional study, so it shows association rather than cause, at the ordinary low concentrations found in public water.

After birth the arithmetic shifts again. A peer-reviewed analysis of US disinfection byproduct occurrence estimated cumulative lifetime cancer risk at 7.0 × 10⁻⁵ on standard adult body weight and intake, and 2.9 × 10⁻⁴ with age sensitivity factors for infants and children, about four times higher for identical water.[13:1]

And showers count. In that Spanish study, the highest quartile of shower and bath duration weighted by trihalomethane level carried an odds ratio of 1.83 for bladder cancer against the lowest (95% CI 1.17 to 2.87).[10:1] Nobody filters a shower with a pitcher in the fridge.

Is there PFAS in Providence water?

Not above the federal limits. Federal UCMR5 sampling found no PFAS detections above the new limits in this system, and no PFAS compound appears among the eight substances flagged here.[8:2] Providence gets a straight answer on that one, and we'd rather say it plainly than blur it.

Two other Rhode Island systems on this site do carry PFAS: Kent County, which serves part of Cranston, where the town is split between two utilities, and the groundwater system in Westerly.

Why doesn't the published number describe your tap?

Because it's a network number. Every figure on this page is an average or a peak from fixed sampling points, on a schedule set by regulation, standing in for the 333,142 people Providence Water serves across four municipalities.[1:2]

Your house is one point in that network with its own service line, its own plumbing age, its own hours when water sits still, and its own distance from the plant. Byproducts keep forming as chlorinated water travels, so a house at the end of a long run reads above the average that includes it. Lead is decided inside your own walls, and the lead series at the top of this page is the proof: the water was the same, the pipes weren't.

The published number describes a city. Only a test at your kitchen sink describes your family.

Providence questions we get asked

Is Providence tap water safe to drink? Providence Water meets the federal limits that exist. Testing reported to the state between 2013 and 2024 found 17 substances and 8 above published health guidelines, all of them chlorination byproducts, including trihalomethanes at 55.2 ppb. That figure is above both published cancer thresholds: the 41 µg/L where a 2025 Environmental Health Perspectives meta-analysis found bladder cancer risk statistically significant, and the 49 µg/L household average where a Spanish case-control study reported an odds ratio of 2.10. Lead is separate again, because it comes from your own service line and plumbing.

Did Providence have a lead problem? The 90th-percentile lead result was above the federal action level of 0.015 mg/L for three consecutive years: 0.022 in 2018, 0.016 in 2019 and 0.0168 in 2020. It fell to 0.0016 by 2025 after lead service line replacement work. Exceeding the action level is a treatment and notification trigger rather than a violation of a limit. The source water at the Scituate Reservoir didn't change across those years, which is what makes the episode a story about pipes.

Is the lead problem fixed now? The system-wide figure has been under the action level every year since 2021 and read 0.0016 mg/L in 2025. That figure is a 90th percentile from a sample of homes, so one in ten sampled homes read higher, and it says nothing about a specific service line. CDC has identified no safe blood lead level in children, and EPA's health goal for lead is zero.

Which Providence substances have no federal limit? Six of the eight flagged: HAA9 at 19.5 ppb, chloroform at 49.3, dichloroacetic acid at 15.0, bromodichloromethane at 4.09, trichloroacetic acid at 1.63 and dibromochloromethane at 0.745. EPA has never set a Maximum Contaminant Level for any of them. Against EWG's health guidelines, HAA9 reads 324 times its guideline and chloroform 123 times.

Is there PFAS in Providence tap water? Not above the federal limits. UCMR5 sampling found no PFAS above the new limits in this system and no PFAS compound is among the eight flagged substances. Providence's case rests on disinfection byproducts and on lead in household plumbing.
