Warwick tap water, and the last stretch of pipe nobody has tested
Kent County tests the water it sends into Warwick. Nobody has tested the pipe that carries it the last few dozen feet into your kitchen, and that pipe is yours.
That's not a technicality. It's where lead comes from. Lead isn't in the reservoir and it isn't added at the plant. It dissolves out of service lines, out of solder in copper joints, and out of brass fittings, which means the reading that matters is taken at your sink and nowhere else.
Warwick is one of Rhode Island's largest cities and a lot of it was plumbed a long time ago. Congress banned lead solder in drinking water plumbing in 1986.[1] If your joints were sweated before that year, they were sweated with lead.
Is Warwick tap water safe to drink?
Kent County Water Authority's water meets the federal limits that exist. That sentence does less work than it sounds like it does, and this page is about the gap.
Start with lead, because Warwick's housing is the local variable. The CDC's position is flat: no safe blood lead level in children has been identified, and even low levels are linked to reduced IQ, reduced ability to pay attention, and lower academic achievement.[2] EPA's own health goal for lead is zero, which it defines as the level below which there's no known or expected risk to health.[3]
Then the water arriving at the curb. State-reported testing between 2014 and 2024 found 39 substances in this system and 17 above published health guidelines, including total trihalomethanes at 49.9 parts per billion.[4] A January 2025 dose-response meta-analysis in Environmental Health Perspectives found bladder cancer risk statistically significant above 41 µg/L of trihalomethanes, and µg/L and ppb are the same unit.[5]
Neither of those things is a violation. Both of them are true at once.
What does lead actually do to a child?
The best evidence on low-level exposure pooled seven long-running birth cohorts. Across 1,333 children followed from infancy to age 5 to 10, IQ fell as blood lead rose, with a 6.9-point decrement between blood lead of 2.4 and 30 µg/dL.[6]
The part that should stop you is the shape of the curve. Going from 2.4 to 10 µg/dL cost 3.9 IQ points. Going from 20 to 30 cost 1.1. Damage per unit of lead was steepest at the lowest exposures, and children whose maximum reading stayed under 7.5 µg/dL still showed measurable deficits. That study measured lead in blood rather than in water, so it tells you what the exposure does, not where it came from.
For where it came from, EPA modeled it. Using its own exposure and biokinetic models against sequential tap sampling from 15 cities, EPA estimated that residential drinking water contributes roughly 10% to 80% of a young child's blood lead, with the high end in formula-fed infants under one year old.[7] Formula gets mixed with tap water, several times a day, for a body that weighs fifteen pounds. That's a model rather than a measurement, and the range is wide because houses differ that much.
CDC has made the same point about housing. Homes built before the 1978 ban on lead paint may also carry lead service lines, lead solder or plumbing that contains lead, and CDC advises treating drinking water as a possible cause of an elevated blood lead reading when no other source turns up.[8]
What does Kent County's lead number tell you about your house?
Very little, and the reason is in how the figure is built.
Kent County's 90th-percentile lead result was 0.0014 mg/L in 2025, and the system has never crossed the federal action level of 0.015 in the years on record.[9] That's a genuinely good number for a utility. It's also a 90th percentile, which by definition means one in ten of the homes sampled read higher than it, and the sample is a few dozen houses standing in for an eight-town network.
Your house is either in that sample or it isn't, and almost certainly it isn't. A 1955 Warwick house with original solder and a service line of unknown material can read nothing at all like the figure that includes it.
The utility owns the main in the street. You own the rest. There's no threshold at which lead stops counting, and nobody has measured yours.
What else is in the water before it gets to your pipe?
Six substances in the Kent County supply carry no federal limit of any kind. EPA has never written a Maximum Contaminant Level for them, anywhere in the country.[3:1]

Every multiple in that column is measured against a health guideline published by the Environmental Working Group, not against a law.[4:1] The law is the middle column, and for these six the middle column is empty. A utility could report any figure at all for them and still meet every federal drinking water standard in existence, because none was ever written.
They're all disinfection byproducts. Chlorine kills what's living in surface water and reacts with the dead leaves and algae suspended in it, and these come out of that reaction. The two that do have limits are HAA5 at 17.8 ppb against a ceiling of 60, and trihalomethanes at 49.9 against 80. Those ceilings were set in 2006 and 1998.[10]
Toxicological work rates haloacetic acids, and brominated ones especially, as more carcinogenic than trihalomethanes, and the National Toxicology Program's 15th Report on Carcinogens lists selected haloacetic acids found as water disinfection byproducts.[11][12] HAA9 is the one with no limit.
Does it matter that your family showers in it?
Trihalomethanes are volatile. They leave hot water as vapor and they cross skin, so a Warwick bathroom with the door shut is an exposure route on its own.
A Spanish case-control study of 1,219 bladder cancer cases and 1,271 controls scored people on shower and bath duration weighted by the trihalomethane level in their water. The highest quartile carried an odds ratio of 1.83 against the lowest (95% CI 1.17 to 2.87).[13] The same study reported an odds ratio of 2.10 for households averaging above 49 µg/L compared with households at or below 8 (95% CI 1.09 to 4.02). Kent County reports 49.9.
A pitcher in the fridge does nothing for the twenty minutes a day your kids spend breathing steam off this water.
What about children, and what about PFAS?
Risk assessment treats children differently because their bodies do. A peer-reviewed analysis of US disinfection byproduct occurrence ran its cancer-risk estimate twice: once on standard adult body weight and intake, giving a cumulative lifetime risk of 7.0 × 10⁻⁵, and once with age sensitivity factors for infants and children, giving 2.9 × 10⁻⁴.[11:1] Roughly four times higher for the same water. The authors are EWG staff and the paper is peer-reviewed; using human epidemiological data instead, they put lifetime risk from disinfection byproducts across US community water systems at about three cases per thousand people.
Ten distinct PFAS compounds were detected in this system, four of them above health guidelines: PFHxS, PFOA, PFOS and 6:2 fluorotelomer sulfonic acid.[4:2] PFOA reads 3.89 parts per trillion against a federal limit of 4.0.
EPA set that limit in April 2024 and published a second number alongside it. The health goal for PFOA and PFOS is zero, because EPA could not identify a level carrying no known risk.[14] The 4.0 figure is what it judged achievable for water systems, not a safe dose. ATSDR links PFAS exposure to kidney and testicular cancer, low birth weight, accelerated puberty, higher cholesterol and weaker immune response including reduced vaccine effectiveness.[15]
And the compliance deadline moved from 2029 to April 2031.[16] No utility in the country has to meet the PFAS limits for another five years. A baby born in Warwick this year will be in kindergarten before that clock runs out.
Why doesn't the published number describe your tap?
Because it was never meant to. Every figure on this page is a system number, averaged or peaked across fixed sampling points on a schedule set by regulation, standing in for the 94,107 people Kent County serves across eight towns.[9:1]
Your address has its own distance from the plant, its own stagnation time when the house sits empty, its own service line and its own solder. Byproducts keep forming while chlorinated water travels, so a house at the end of a long run reads higher than the average it's folded into. Lead is more local still, because it comes out of your own plumbing.

Warwick questions we get asked
Is Warwick tap water safe to drink? It meets the federal limits that exist. Testing reported to the state between 2014 and 2024 found 39 substances in the Kent County supply and 17 above published health guidelines, including trihalomethanes at 49.9 ppb, above the 41 µg/L level where a 2025 Environmental Health Perspectives meta-analysis found bladder cancer risk statistically significant. Six of the flagged substances have no federal limit at all. Separately, lead enters from your own service line and plumbing rather than from the utility, and CDC has identified no safe blood lead level in children.
Does Warwick have lead in its water? Kent County's 90th-percentile lead result was 0.0014 mg/L in 2025 and the system has never exceeded the 0.015 action level on record. That figure describes a small sample of homes across eight towns, and a 90th percentile means one in ten sampled homes read higher. Lead comes from service lines, solder and brass fixtures, so the only reading that describes your house is one taken at your tap. Federal law banned lead solder in 1986, and plumbing installed before then may contain it.
How much of a child's lead exposure comes from water? EPA modeled residential drinking water at roughly 10% to 80% of blood lead in children under six, with the highest share in formula-fed infants, using tap sampling data from 15 cities. A pooled analysis of seven birth cohorts found a 6.9 IQ-point decrement between blood lead of 2.4 and 30 µg/dL, with the steepest losses per unit at the lowest exposures. Both are worth reading with their limits in mind: one is a model, the other measured lead in blood rather than in water.
Which substances in Warwick's water have no federal limit? Six: HAA9 at 16.4 ppb, chloroform at 38.0, dichloroacetic acid at 14.1, bromodichloromethane at 4.04, trichloroacetic acid at 1.95 and dibromochloromethane at 0.792. EPA has never set a Maximum Contaminant Level for any of them. Measured against EWG's health guidelines, HAA9 reads 273 times its guideline and chloroform 95 times.
Is there PFAS in Warwick's water? Ten distinct PFAS compounds were detected in the Kent County system, with PFOA at 3.89 ppt against a federal limit of 4.0, PFOS at 1.80 and PFHxS at 0.848. EPA's health goal for PFOA and PFOS is zero, which it defines as the level below which there's no known or expected risk. The enforceable 4.0 ppt reflects what EPA judged feasible for utilities, and compliance isn't required until April 2031.
